Good Neighbor Authority Agreement

The term "good neighbourhood contract" refers to a cooperation contract or contract (including an individual contract) between the secretary and a governor or county to perform authorized catering services in accordance with this section. Notwithstanding any other legislation, any payment made to the secretary by a county as part of a project implemented as part of an agreement on a good neighbour is not considered money received by the Land Or the Bureau of Land Management Land. Sub-parts (d) and g) Section 472 bis of this title do not apply to services provided under a good neighbourhood agreement. Background: GNA was first authorized in 2000 as a pilot authority for U.S. Forest Services and the State of Colorado (PL 106-291). Subsequently, the BLM obtained the same power over PL 108-447. The objective was to facilitate cooperation between state managers and federal authorities on management and protection projects that were so mixed and where conditions were so high that effectiveness would be achieved by allowing the state to conduct treatment on federal, regional and private land. Policy/Action: GNA authorizes the BLM to enter into an agreement or contract (including a single source) with a regional government for qualified projects. The authority under this paragraph ends effective October 1, 2023.

Following GNA`s success, Congress expanded good Neighbor`s authorities to allow necessary road renovations and repairs (with the means of the GJ 2018 omnibus) and to allow tribes and counties to conclude GNA agreements (with the 2018 farm). Budgetary impact: the budgetary impact is minimal, since the use of the Authority is decided on the basis of improving the effectiveness of certain treatments. Good Neighbor Authority allows the USDA Forest Service to enter into agreements with government forest authorities to conduct critical management work to keep our forests healthy and productive.
